Come to think of it, this idea has potential to fly. We can ask CIS to make the date of I-140 filing as the PD for substituted labor case. This will ensure that PD will move forward smoothly till July 07 at least. That will cover most of the long standing ( and long suffering) GC applicants and bring them relief. This will not have any other impact on the number of outstanding apps or available visa numbers etc. I guess this change in PD assignment logic can be done by CIS without the need of any new legislation.
The idea inherently appeals to those who believe in fair play. How do we take this forward.

Visas are divided equally -country wise quota - no country can have more than 7% of worldwide quota. Countries like India, China, Mexico, Phillipines that have more professionals in the USA. So these countries get retrogressed. EB(Employment based) greencard applicants from these countries have to wait.
Rest of the world (ROW) EB2 (ROW) do not have to wait, their dates are current.

What the first post might mean is this.
DOS has already allocated the available visa numbers for this fiscal to qualifying pending cases. There are are no more visas left to allocate.
It is still completely possible that there are ~ 14,000 pending cases with visas already allocated - simply awaiting approval by USCIS.
NO NEED TO PANIC

When the date moves forward by too large a window, USCIS tends to approve the more recent applications as opposed to the ones that were filed earlier. Let me explain with an example: in the July 2008 visa bulletin, the cut-off date for the India EB2 category was 01 April 2004. A month later, the cut-off date for Indian EB2 applicants abruptly moved forward two years and was set at 01 June 2006. Instead of approving applicants who applied in 2004 and 2005, USCIS approved applicants from 2006. Where is the justice in that???
Indian employment-based immigrants are tax-paying, law-abiding, educated individuals contributing to America�s knowledge economy - yet we have been subjected to the worst aspects of the US employment-based immigration system. These include:
1) Extended wait times at each step of the immigration process.
2) Lack of transparency on the part of USCIS. Customer Service is of no help at all. It tells the customer whatever is on the website. What use is the customer service then ? We are paying our hard earned money for the process to USCIS, but what do we get back ?

Can you let us know how to access LUD from USCIS after login? I think many will appreciate if you do so
Ok Here goes:
1) Go to https://egov.uscis.gov/cris/jsps/selectusertype.jsp
2) Click on "To register as an applicant customer click here."
3) Accept the Terms and Conditions
4) Enter the information CORRECTLY.
5) Once done enter your I-140 SRC, LIN etc number without dashes by adding a case.
6) Either immediately or after a day or so, IF there is an update on ur I-140 LUD you will see it.

All I did was posting it in August EB2 India/China approvals thread about what I read and heard from an IO. Just to inform people. This visas are not available only for India/China and not for other countries????

This is a good idea. But tough to sell unless basic policy is changed. In USA any immigration has limit in numbers except a few category like spouses of US citizens. It is difficult to change that. When you put 8 years that means unlimited green cards. If they do that universities like TVU will be running full capacity and new universities will be started similar to that. Actually there should be some system to clean up univerity admission and also H1B so that genuine persons can come here easily.
Anyhow it is good idea to bring a bill like this and and see what happens. Still bills like recapture or modest rise of GC numbers will have a better chance of passing in congress
