As soon as some one expresses his frustration, person is automatically labeled as a bad guy.
A short digression to an answer.
Most CS undergraduate curriculums have a 4 course sequence CS-1, CS-2, CS-3 and CS-4. This means that CS-3 is pre-requisite for CS-4, .... In CS-4 it is not possible to answer CS-1 questions. The instructor gets irritated if you do that.
Your following concerns are covered in Retrogression 101.
1. Things change in DC. Core had some info in Dec/Jan that changed.
2. No one can promise anything. Bush is the most ardent supporter of CIR but can (will) not get it done.
Nothing happening as some core members wrote in very optimistic tone about Feb 15. No congressman is even talking about it lately.
Are core members trying to just enroll more by giving hollow promises?

I, for one, am unable to join a state chapter, because , the nearest chapter is 400 miles and 2 states away. What good would it do to me to join something that I can never be part of. I wanted to start a state chapter here in my place, but I couldnt find any useful resources on how to do it. May be eb3_nepa has some reasons like it.
I was also unable to find a state chapter just a few months back. So I started one. Now we have around 60 members. Someone needs to take the initiative and set the ball rolling. That someone can be you.

The Admin Fixes letter campaign was a good initiative. But, the target date got moved twice, and now I dont even know when the end date is.
The end date is the date when the fixes get passed.
IV moved the target dates to get more letters from members. It paid back richly as thousands more letters were got through the hardwork of volunteers who collected these letters. As pointed by paskal work is in progress on the campaign and more stuff is getting done.
May be IV should be a top-down organization. Any organization as big as IV would probably be better served with a Top Team. That team could probably elected by the community. I am confident, that most of our members wouldnt even mind spending a few extra bucks to pay a honarary amount to this team for their efforts and time. Then there will be more structure and accountability and action going on around here.
If you really think you can get someone like Aman Kapoor - who visited DC 18 times last year spending 60k of his personal money - by paying a few extra bucks, be my guest!
IV is a volunteer organization. Its strength is volunteers who believe in the cause and ready to spend their efforts and money for a cause that benefits not only them, but also the slackers who do nothing and sit on the forum badmouthing/belittling those who do.
A paid person will not do all that for you for the few extra bucks you are ready to pay.
I came to know about IV pretty late. When I did learn about IV and joined IV, I was a very enthusiastic participant. Of late, I do believe IV is fading away. I dont see so many activities going on around here. Like eb3_nepa and few others said, IV is right now becoming just another Immigration portal. It is starting to lose its identity.
After doing all the hard work to gather a mass or like minded people, it will be shameful, if IV drifts away from its stated aim. So, may be it is time for every member, including core members like you to refect upon things and come up with ways to make this organization more transparent and more accessible for people like me.
Don't judge IV by what's posted on the forum. IV is more than a forum. A lot of action happens off the forum (in fact most of it). Like Morpheus told Neo in Matrix, 'No one can tell you what it is. You need to experience it yourself'. Participating actively in IV activities through state chapters is the only way to know all IV activities happening.
It will never get posted here in a forum full of anti-immigrant trolls. IV is transparent in its finances as it gets audited as a tax-exempt organization and held accountable to its expenses. Transparency is bi-directional. IV expects its members seeking updates to be transparent too (by providing complete contact details and valid E-mail ids). When a large number of members aren't transparent themselves, asking IV to be transparent is a moot point.
Like Waldenpond said, it is probably not wise to list all the items going on in the portal. The work around to that would be, we can add another membership type which is more restrictive. This membership group will have only members whose identities have been verified. Once this group is created, IV can post all the happenings accessible to them. This will help people like me who are unable to be part of any state chapter to know what is happening at IV. Keep our sprits high.

This will get a lot of attention. Above all it will show 'Legal Immigrants' different + communicate a lot.

i agree with ash0210...there is a lot of "money" discussion going on lately.
The idea should be to convert thus-far-non-contributors to contributors - not to make closed forums - you wont expand the market that way. The 3 month trial idea is a good one - but people will find ways to abuse it also.

If you treat the forums as your workplace then it will be better for all of us. No discussions on politics and religion. Period. Just be professional in your replies and you don't have to respond to each and every post. If you do not like it then do not respond. This is not family that you need to correct/straighten every person.

I request all these senior members (Sanju, Mirage, et.al.) and donors to regroup and focus on a strategy to keep the Senator's office involved in getting some better information for us since they have already started the process. One way could be to draft a letter in reply with the following points:
1. Definition of "pending" applications in USCIS lexicon
2. Breakup by year
3. Are these 485 applications only
4. Cna we get a similar breakup for the currently retrogressed major countries (India, China, Phillipines, etc)
Additionally, it might also be helpful to request the Senator to get some information from the Department of State with respect to how many applications are "pending" with them for consular processing, since they also come in the same pool of available visas.

Guys, guess what I am holding in my hand? Yes, that bit of plastic, object of our fantasies �.and nightmares. After filing Writ of Mandamus on November 1st, things went amazingly quickly and smoothly: on December 1st, the US attorney gave confirmation that the case has been approved and I received the card in the mail on 12/07.
What did I feel then? Really indescribable�Happy? It goes way beyond that.
I feel more relieved than anything else, like if I had a ton of lead off my shoulders�
May my story inspire, give hope and faith to all of you guys who are so depressed at the moment because of what happened, or did not happen should I say, in that shameful Congress.
As you will see, I had my head in a brick wall more than once. More than once, I was devastated and, still, I never gave up and made it through.
So, please, enjoy the holidays: as long as there is life, there is hope.
I know something about it:
Come here in 1993 as a student on F1 visa. Graduate and got Work Permit (OPT).
Find dream job in dream company. Hired directly by CEO himself.
Company loves me and applies right away for H1 and then Labor Cert.
Life is beautiful. The start of the American Dream. Not for long.
Attorney has been working for company for years. Always successfully.
Picks me for his first failure: screws up completely.
H1 denied. Labor Cert denied. Company gets mad: attorney is fired.
OPT runs out: company still loves me but�I am now out of status and�fired too.

I am disgusted. Decide to go back to my home country (France).

12/04 LUD: �Your case has been approved�.
(So, they notify you that the card has been ordered�before notifying that the case has been approved�).
12/05: receive Approval Notice in the mail and my attorney indicates that she will then dismiss the Mandamus complaint.
12/07: receive the Magic Card in the mail (regular mail, even not certified, unbelievable�).

After that, things go fast:
11/ 29: without any warning (!), LUD: �Your card has been ordered�.
12/01: confirmation from the Assistant US Attorney that my case has been approved.
12/04 LUD: �Your case has been approved�.
(So, they notify you that the card has been ordered�before notifying that the case has been approved�).
12/05: receive Approval Notice in the mail and my attorney indicates that she will then dismiss the Mandamus complaint.
12/07: receive the Magic Card in the mail (regular mail, even not certified, unbelievable�).
What a timing! Could I dream of a better Christmas Gift?

There is a spillover of 22000 visas from FB to EB starting Sep 01 2008. Does anybody know how this spillover is divided between EB1/EB2/EB3?
Can we expect 28.6% of this spillover in EB3? Just like we get 28.6% of annual quota?
Yes, AFAIK the FB spillover is added to the base quota and then divided between the ranks. At least I hope DoS and USCIS don't mess up with this calculation.

But aren't there sufficient applications received in July-Aug 2007 to use up all the numbers ?!? That's the loophole in your analysis. As per official reports, I believe close to 300k applications were received in those two months for AOS, true ?!?

If any, the backlog center cases that were approved in Aug/Sep/Oct of 2007 are the only ones who couldn't apply in last year fiasco. But then since EB2 dates have come to Jun 2004 last month, many of those late approved filers may have already filed for their 485s leaving only those folks whose PDs are between June 2004 and May 2006 ... a guesstimate on this number might be around few hundreds at the most, possible ?!?

That being said, if I may bother you with one more question.
Lets assume that the 140 is revoked right after the employee leaves, and the employer had 100% abilitiy to pay the employee until that moment.
6 months after the employee left, and after the 140 was revoked, the employer gets an ability to pay RFE on some other pending or unrevoked 140 of theirs. In that case ,can the 140 that was revoked 5 months ago be in danger?
Of course, this is assuming that all AC21 memos till date are considered binding, and no memo changes to AC21 have happened.
USCIS uses three criteria in deetermining ability to pay;
1) net income is more then labor wage
2) net current assets is greater then labor wage
3) person is getting paid labor wage from date of filing labor
#3 is the only one that does not have dependency on employer financials and the # of filings that a company may have done. If person wasn't getting paid labor wage from date of labor filing then dependency is on company financials and if there is adding up together then there is issues.
If in 485 denial it is due to ability to pay and they state so in 485 denial and you were paid labor wage from priority date until you left and were eligible for ac21 then the denial would not have been in error and you would be fine.

Myself, I was able to file I-485 and renewed EAD 3 times, which means my wife is working from past three years, I have changed job using AC-21 twice and my salary is increased and have better job, which means I am not too much worried about getting GC, but I still contribute to IV and call lawmakers many times.
The FEAR I see among many people is really pathatic, I know couple of friends does not even want to talk to me on phone about this matter thinking that some one might be listening,
